It appears nothing can be done. Well, if it’s something they really have no control over then I guess that’s that, I can’t fault them for it. Unfortunately It will make me think twice about spending any more money on guild wars 2.
Although it seems like it would be easy for them to see that I spent money on the skins and resend them to me, it’s not something I’m going to stress over.

If you peruse the Knowledge Base (accessed via the ‘Support’ link above/below), you will find in the Wardrobe article released at the time of the Wardrobe implementation, that any lost Gem Store skins would be unable to be replaced. Thus, I don’t think it is a matter of records, but of the tech.
