Which drivers are you running for the video card?
You need a better GPU, it’s perfectly normal.
I play with a gtx460m and get 20-40 fps on normal settings.

That sounds like a system that has Optimus graphics switching. I’ve had this problem before with games when the Optimus system wasn’t detecting the game as a graphically intensive program. So, it continued to use the Intel on-chip graphics instead of the 650M in the laptop.
Have you double checked the nVidia control panel to make sure that GW2.exe is set to force the switch on to the 540M?

Well first thought is…. have you played those other games perfectly since getting your laptop back? If that answer is yes, then review your msconfig startup to see if you can lean down your system resources and free up ram. Also chk and see if your hard drive is full/near full. Virtual memory needs room to work as well.
If you are good to go there then chk your in game vid settings. The biggest framerate eaters are generally shadows and reflections. Judging from your specs , I think your laptop should be handling this game as well.

No i have not, i’ll try to do that right now

I’ve tried 2 different ones, NVIDIA Drivers: 304.79 and 306.02
