Good Laptop = Bad Performance ?
I also want to add that my laptop temperature is 45 degrees when this game runs where as skyrim it goes up to 85. I’m wondering why my computer is not using its full potential with this game.
The game is most likely is using the onboard Intel video, you will need to force the laptop to make the game run only on the AMD Radeon card to do this set the windows power management to high performance with the AC adapter plugged in. Then run the game with the ac adapter plugged. Doing this on battery alone will drain the battery very quickly. There are other ways of doing this like disabling the Intel graphics in the bios but this will effect battery life so if you plan to use the battery for other perposes, it’s best to do the power management thing.

I cannot find a way to dedicate my video settings to AMD graphics Card. When I load up skyrim it prompts me to choose my graphics adapter where as Guild Wars does not. Is this game just not designed properly or is my laptop just not tuned to its settings

As Feirlista Xv mentioned, you will need to have the power cord plugged into the laptop for the main graphics card to be used. This is unfortunately something that is preset within the bios of most laptops as using the main graphics card when the cable is not connected, will drain the laptop of power very quickly.
You can change this option within the bios, to force the Radeon card to be used, even when the cable is not connected. I personally will not guide you through that as I don’t want you to screw up your laptop, but if you review the AMD websites or even the website for the laptop, you may be able to gain more information there.
But just plug in the power cable when playing GW2 and you will see things will be fine.
