What I’ve tried :
Reseating my graphics card
Reinstalling the drivers, clean install too
Several display options
Messed with services
Repairing the game
This only seems to be happening on Guild Wars 2, however i have not played anything else long enough to know this for sure, but its happening right away on Guild Wars 2 after getting in game sometimes.
My temperatures are staying cool. This is a very picky problem though, sometimes it happens sometimes its fixed. It has happened on both Fullscreen Windowed and Normal Fullscreen. With Vsync on and off.
Its random when it happens, i cant pinpoint what is the exact cause no matter what i do.
Specs:
Asus M5A990FX 2.0 Pro Mainboard (Bios : 2103*)(Default normal settings)
FX-6300 3.5ghz processor
8gb (4×2gb) ram
MSI Radeon R9 270X 2GB Gaming Edtion Graphics Card (Graphics Driver : 14.1*)
500gb HDD
500W Corsair CX500 psu
Windows 8.1
*Came with board
*This has happened even before updating to this driver

Well it’s a game problem i’m sure. If it would be hardware related there wouldn’t be anything wrong with the print screens.. So don’t worry it’s nothing wrong with your computer i’m sure of it. You could try an older video card driver but i doubt that would fix the problem.

PS: Use driver sweeper to remove your new drivers, else there might be some old files left that could cause weirdest of errors!
Edit: Could you go into run and type dxdiag and paste the log here for me to read so i can get abit more infomation about your drivers and such? Also your temps of CPU and GPU(download HWmonitor and just print screen it!

I think to resolve this problem you need to downgrade your drivers. As far as i know AMD just released their new drivers for their top notch cards such as yours and you know what that means right? Buggs! Hurray!!. To do this it would be easiest to follow a guide, something like this http://support.amd.com/en-us/kb-articles/Pages/GPU57RemoveOldGraphicsDrivers.aspx#Win8

I had this problem even on the stable release driver

Oh alright! Do you still got your driver cd around that followed with your card? I know that this isn’t an optimal solution, and never recommended but those drivers on the cd are really polished and might work alot better then the new stable ones!
Edit: Just noticed that you wrote that you were playing in windows mode, if you play in fullscreen do you still recieve these random artifacts?
As i recall from reading some of hardware related issue about this game, is that they experience alot worse preformance(FPS drops), if i remember correctly when i tried to run this game with my SLI setup enabled and in windows mode it would freeze my computer. Only option was to hard reboot my computer and run in fullscreen to make it not freeze.

Ill first try a complete clean of the drivers and redo the beta just to see

Ok drivers redone, and cleared my .dat file for gw2 as well
Do you know if Overscanning could some way affect this?
i use it because otherwise my screen isnt the size of my TV lol

Kind of looks like you might have a bad GPU.
I know some of the R9 270X’s came out defective. Small, like 2-3% of them. But that doesn’t mean yours isn’t one of them.
Just to run through it again;
Your PSU is what Wattage?
You reset your BIOS settings?
You Installed the Latest supported Driver from amd.com for your R9 270X?
You Did a SafeMode Driver Sweep before Installing the official latest driver?
You reseated the GPU, including its Power connector?
Yes i did all that, this is only happening on Guild Wars 2 though, and at random occurences, i cant seem to pinpoint the problem. At least like in the screenshots, some things i see pixelated squares randomly though, but nothing as crazy as in those screenshots
And as far as i know i wouldnt have a pc if i did an rma, that i cant do :/

something i noticed when i reseated the graphics card is that two prongs were cut halfway down on each side
one on the side with the fans on the long portion, another on the other side on the smaller connector, is that normal?
Edit : Are graphic glitches from items/objects still ingame by chance? I saw this happen earlier but it was coming from a players spell or item, player looked like a necro

I’m not sure what you mean by “prongs”. If you are talking about the circuit traces on the edge connector – then no, that is not normal and if they aren’t making contact then that is likely the problem.
It sure looks like the card is failing. If it’s a factory overclocked card, you could try lowering the clock settings with Rivatuner or EVGA Precision.
You forgot Afterburner, My card is an MSI, ive been using afterburner
The card is still new and this issue is really only showing up this bad on guild wars
the issue seems to fix itself on an alt tab , sure it comes back but it goes away again on an alt tab
I have to wait for it to get back in stock on newegg for an advanced rma
Whats annoying about this whole thing is its not a persistant issue, i can go hours on end without it ever showing up , or it only shows up for a little bit when waypointing around
The thing im having a hard time understanding is why does this happen instantly or after awhile on guild wars, but games like Tomb Raider run as they should?
Would doing a fresh download of the game help?

Its a game bug with the new amd cards.
I did a forum post over at MSI and guy who was helping me decided its gotta be just a game bug or something just not processing right on the client for the R-200 series cards
Every other game ive tried runs perfectly fine on higher settings, Guild Wars 2 is the only exception to this it seems
The problem for me goes away after a reset of the client, but i also redownloaded the game entirely as a test
