Guild Wars 2 low FPS, what should I do?
Ok from what I can tell, you are running on a low end Notebook and your APU is actually a A6-5200M (you cut off 1 number on that APU So its very hard to be sure about that)
You need to at least confirm if you are on a desktop or Laptop at this point, and if its a laptop what is the complete laptop model.
So since I assumed your on a laptop here are your 3 Options
1. Buy the best possible APU for your Motherboard Socket and live with yet still a poor quality system (With out knowing your Laptop Model I cant be sure what your Socket is, so I cant say ‘Buy XYZ APU and Profit’)
It really looks like every notebook equipped with the A6-5200M has it soldered to the Motherboard via BGA. So upgrading this APU is simply not possible. I would NEVER buy a notebook that has their CPU installed this way. This is what was done in 1997-1999~
2. Buy a Intel Motherboard(that has dedicated Graphics) for your laptop’s series, buy a decent medium Ranged i5, and Possibly a new CPU/GPU heatsink and Fan. Then rip and replace the Laptops Guts to get a solid Upgrade.
All Laptops now are referenced, so your AMD motherboard’s are the same layout as your Intel motherboards. Swapping is easy, its matching the part numbers that’s a bit of a pain. But its very possible, as that is how I now upgrade laptops for my co-workers and family. (I have now done 20~ AMD Conversions to Intel, and the average price per machine for the hardware is about 190~ depending if you go the i5 or i7 for the generation CPU you need).
3. Buy a new updated, properly specked, laptop to replace your LOW end current one.
Laptop: M6600 – 2720QM, AMD HD6970M, 32GB 1600CL9 RAM, Arc100 480GB SSD

You are going to need to build/buy a new computer.
That 23-h024 is garbage. The Motherboard is actually a ‘laptop’ motherboard with all the connections being internal to the LCD’s Case. And I hate to say it but other then RAM, HDD/DVD, and Wireless there are NO upgrade options for that system. The CPU is soldered to the Motherboard, and there are no PCI-E slots for a Video card upgrade.

Yes, your computer is performing as it should. It is a low end model with budget parts, thus you are getting low end performance. This is because much of the cost of that system was spent on the all in one form factor and touchscreen rather than performance components. There are no magic fixes and there is no upgrade path.
So you have two options, accept and live with your current performance, or start saving and try to sell your current HP to get enough cash to build a new system.

You can try and resell the HP. The touchscreen is the only feature that will attract anyone. You maybe able to list it in the local College papers and get lucky there.
If you can get 600-750 for it, that is PLENTY to build a decent system to replace it with.
Do you have a Microcenter or Frys Electronics near you? That is where i would buy your LCD, Case, PC Speakers, and probably keyboard/mouse. Then I would use TigerDirect for a MB/CPU combo, and Windows License (system builder or OEM, bundled with the Combo!), then Newegg for your HDD/SSD, GPU, RAM, and misc Cables.
If you shop around, you should be sitting pretty good for that price above. But the first thing you need to do is come up with a budget, then any of the 6 of us here (myself, Loc, Avenos, Bell….ect) can work with you to put something together, speck wise, to meet your needs.
