Guild Wars 2 only uses GPU?
What GPU do u have ?
Have u run GPU-Z to find out how its being utilized, if its running In the correct PCI-E slot etc …if not ..try it.

x16 v 1.1 is not normal
your GPU is sleeping, you need to wake it up. Open GPU-Z’s sensor page while the game is running, what is your Mem, Core clock, and Utilization?
Also, download MSI Afterburner and disable the sleep states, or adjust the power slide to +4.

That’s a first edition 7970 with Asus DC2 fan cooler on it. There shouldn’t be any problems with cooling so it should not be overheating. If your GPU is maxing out, I believe that’s because your CPU is not feeding it information fast enough which would likely mean you’re using an AMD CPU or a very low clocked Intel processor.
Assuming there’s no problems with OPs computer though, that x16 v 1.1 is just idle/standby/low power state when outside of games. My 7970s do the exact same thing but then they go to PCIe x8 or x16 V3 depending on if I’m using crossfire or not.

His screenshot showed Clock speeds of 975+, so I assumed that was taken with the game running in the background. Still that ver1.1 will cause issues if thats what the link rate is while the game is running.

No try x8 V2. There is something else not kosher if an OC -2600k is pulling 9fps while not in a zerg (heck it’s bad even if he was in a zerg).

It’ll show the operating frequency it’s set to run at. Right now I’m not in any game and my 7970 on GPU-Z is reading 1075 MHz. When I disable ATI Overdrive, it drops down to 925. On CCC, it’s reading 500 MHz because I have 3 monitors plugged in, else it would be reading 300. In idle my slot is sitting at PCI-E 3.0×16 @ x8 1.1.
Another thing I should say is if you haven’t already, set your power profile to run in High Performance. It’ll remove any of that core parking power saving from being in use while you game.
So far as I can see, something is shutting down your CPU from performing as it should be. No utilization in game but maximum GPU utilization or stressing.
No frequency throttling so it should not be overheating either.

did you make sure you’re running high performance setting or turned off processor power save options?
power options are set to high performance. but i have no idea how to turn off processor power save options.
Did you only change the mobo? Did you swap it out for the same model or get something else? Did you reinstall the OS or any drivers? What are the CPU temps at load?
You don’t have to turn anything off if you set it to high performance power plan settings.
I only just now noticed that you installed a new motherboard. You did reinstall Windows, right?
I switched from a gigabyte mobo to a ROG mobo and yes windows got a full reinstallation. everything else was kept the same.
Try doing a clean install of the GPU drivers as well. Shouldn’t be running at ver1.1.
See if your power saving plan’s min state is set to 100%. Also, have you tried unparking your cores?
