Guild Wars 2 stuttering
It’s probably the motherboard being unable to properly support the fx 8350 with steady power. For the fx 8xxx line, 990fx boards are recommended. Try to disable the turbo clock and see if that fixes the issue, although it might come at the cost of a couple fps.

The HDD is 100%, the RAM is 95%.
The CPU is at 44% with only 56º temperature.
Maybe you could temporarily remove some of those processes while playing GW2. That might help your Hard Drive and RAM.

I would say the 95% ram usage is the problem because windows then starts to swap
to your HDD.
Upgrading to 8GB would be the best.

RAM is most likely the issue – or perhaps even the PSU if it’s not delivering enough power.
It does sound like overheating, too, though – double-check temperatures using more means if possible.
Is your OS 64bit or 32bit? If 64bit, I would suggest adding another 4GB of memory.
I’m guessing your stutter may be from Windows going to the HDD for the swap file.
You can try to manually adjust your swap file size (rather than let windows do it…the default) and see if that helps. Google setting swap file size for your version of windows.

The RAM is almost always the issue when someone is experiencing ridiculously slow speeds or freezes, I would recommended upgrading it as soon as possible.
OP, you have 102 processes running – that may be causing a software conflict with GW2.
I recommend that you disable ALL unneeded processes and programs from starting up:

Just as an example, on my Windows 7 desktop (with Firefox open) I have 42 processes showing in task manager. Four of those are my antivirus and three are for my G15 keyboard.
