Hello? Is my FPS taking a nap?
Your GPU-Z screen shows its only running in 8x mode. Is it installed in the PCI-E slot closest to the CPU? That’s generally the full speed x16 slot, though some manufacturers are making the x16 the 2nd PCI-E slot to give the GPU more room between the CPU heatsink+fan.

Pci express 3.0 at 8x is equal to 2.0 x16. No cards use that bandwidth yet.
Disable high res character texture and vsync and low character limit to high.
Use single gpu, and make sure is running at x16 by bios. And enable hypethreading.

I’m aware he’s not choking for bandwidth. I’m just trying to reduce the number of factors that could lead to such suboptimal performance for a 4790k+780ti.

It’s because he’s running two GPUs in SLI, so the 8X is OK.
There is a massive FPS drop for me and many others since the last patch.

Oh i missed the SLI part in OP.
Even more strange,now.
I wasn’t even aware there was a difference in the PCI-E slots but yes, I am running SLI. Also as stuck up as it may sound I’m not really interested in removing high res character models. I feel like with my build there’s absolutely no reason I shouldn’t be able to have my settings maxed or atleast close to it. My settings are already EXTREMELY lenient what with all the mediums I’m running. I haven’t tried enabling hyperthreading yet but I’ll try that soon and post the results.
Ok so here are the stats with hyperthreading enabled.
Game settings to show the FPS and that my settings are still the same : http://puu.sh/jpwqE/71b105d8d4.jpg

Also here, for kittens and giggles, is my game settings minus high-res character textures : http://puu.sh/jpwCe/ec85359c11.jpg
Note the massive 2FPS increase.
It seems there’s a problem with Nvidia drivers, gw2 and w10.
This guy has tried the drivers 347.88 and the problem kinda fixes for him: https://forum-en.gw2archive.eu/forum/support/support/Windows-10-massive-performance-loss/first#post5348293
And again, try to play with single gu at x16. Force in the bios to only work the first pcie.
