Please do just this. But before updating to 8.1 Nvidia Drivers(Has to be built for 8.1), Uninstall your GPU Drivers, boot into Safemode and run DriverCleaner, then reboot and install your drivers.
This has fixed this issue for alot of ppl with this problem.

Nope the problem still remains… After reinstalling my drivers, I still notice a delay when moving my camera.
I still DESPERATELY need help :(
Now did just reinstall the driver or did you update the driver?

Oh I meant I reinstalled and updated my driver. I didn’t just reinstall it.
For anyone else still facing these issues, I realize I am bumping an older topic, however this was the only solution I found. So I had a very similar issue and everything I tried never worked until I did a complete reinstall of windows 8. For some reason upgrading from windows 7 royally screwed up my video card performance and even running a driver cleaner and re installing driver never helped any. Not sure if you upgraded from windows 7 like I did, but a complete reinstall might be your only fix unfortunately.
As you found out – it’s never a good idea to do an OS ‘upgrade’.
You should always do a format and clean install.
