How do we get help when more than 72 hours has passed?

Again in today’s letter Arena Net stated without equivocation that they were getting to hacked account tickets within 72 hours. My friend, who can not post herself because her account was stolen, has been waiting since the morning of September 3rd. All of Arena Net’s instructions were followed. All information was provided. No duplicate tickets were submitted and still nothing. I came here to post int he stickied thread hoping ot get an answer, but then noticed that the person who posted second in the waiting for help thread still has not been helped. It leaves me with the conclusion that thread is not being monitored or checked at all. So what now? How does my friend get her account back? The worst part about it is that it wasn’t her GW2 login info that ws compromised, her e-mail was and for some god forsaken reason Arena Net will e-mail out passwords in the clear wihout ANY security validation.
