I feel I get low FPS for my setup am I crazy?

My Setup :
CPU: Intel i7-3770k
GPU: Gforce GTX 770
Mainboard: Asus P8b 75-m
RAM: 8GB
OS: Win7
PSU:Cougar Power 700W
I’m playing on a 1920×1080 resolution. I usually get below 25-35 FPS everywhere and only sometimes for a brief moment get over 35 or sometimes even 40. In more crowded zones likes Silverwastes and LA I drop below 20 kittenually hover around 12-15 with very regular dips down to 5-2 FPS. WvW “smaller” zergs give me around 10 FPS at best and it only goes downhill from there.
Graphic settings and sample FPS are in the attachment pic. (all highest except for char model limit/quality = lowest; for the lazy) Taking in the Shaemoore Garrison with noone around.
Am I crazy or is that low for my setup ?

While gaming. The 3770K at 1.8GHz is not indicative of the game running. Run it full screen window mode and then tab CPU-Z and GPU-Z to the foreground.

Thats exactly what I did , only that I didn’t tab them to foreground but instead had them on my second monitor open the entire time. I was at the bottom VW boss when i took the Screenshot.
Should I redo it with the game showing in the other monitor ?

Then something’s fishy as your CPU isn’t running at speed and your GPU is only talking at PCIe V1.1 speeds.
Check the temperature of your CPU and if your cooler is running.
The CPU normally reduces speed if the temperature is too high.

Go to Control Panel>Power Options and check the High Performance. If you had it on power saver it reduces the speed (Ghz) of your cpu. I hope this helps.

But this will make your CPU run at 100% speed all the time,which isn’t optimal either.
Go to the power options as suggested but check “Balanced”
Select Change plan Settings then select Change advanced power settings.
In the new window scroll down to find Processor power management,expand and make sure the Maximum processor state is 100% and your cooling policy is Active.

The Bus interface in GUP-Z is showing that the card is running @16 1.1 instead of 3.0. If GW2 was running during that screenshot then something is not right as it should adjust when gaming.
You should check if the card is connected in the correct slot or try and reseat it.

Sorry for the late response.
I’m fairly sure that my graphics card is in the right slow , since theres only one big enough for it to fit in.There is one other slot but the small part of the slot would be on the wrong side.

I’ve already tried this . As of the screenshot I had the option for “High perfomance” activated
Look at the core speed of your CPU .. 1775 MHz is not the maximum speed
of your CPU i guess, and the lower speed of your GPU bus is maybe just
a direct result from that.
So look at the temperatures of your CPU first. IF in your picture GW2 is really
running. Maybe make also another image where CPU-Z is in front of your
GW2 Window.
