I doubt you can find out that sort of information about another player from ArenaNet. I would be willing to bet real money that information falls into privacy and account security territory. Would you want any company you do business with to give out your IP address or other personal information they have access to to any random forum poster?

If the person is active, yes, it’s possible to obtain their IP address, but not by any means of “hacking” the forums. All you need to do is get the person to click a link.
