You brother needs to reach out to Support on his own. For security reasons, we are not able to assist someone else with a player’s account, but must speak directly with the account owner. Please flag your created account as “I no longer need help” and have your brother click “Support” above and then “Submit a request” to put in his own ticket.

He should make a ticket. He doesn’t need to log into the forum to do so. Have him go to https://help.guildwars2.com/anonymous_requests/new and contact support.
yeah i submitted a ticket for him earlier, thought this would help speed up the process
Tickets are handled in the order they are received. You wouldn’t want someone to bump in front of your ticket just because they posted on the forums for help. Also, they want to speak to the account owner, so your brother might end up having to submit the ticket, unless he’s under the legal age.

They want to speak only to the account holder, which is your brother. You should close out that ticket and have him make one out.
