In-game mail broken?

I don’t think your mail is broken but just that your accounts are new. There seems to be a restriction on new accounts and mailing probably because of the gold sellers. I found this posting from a year ago but I assume it is still relevant.

SMS or an authenticator is required for newer accounts to transfer gold or items.

If there is a delay before activation of new accounts, why is Arena Net concealling this fact, and not mentioning it on the game’s official wiki?
This is only one of MANY things in the game which do not work as advertised, and for which internet searches are useless, since most online sites describe the game as it was at launch. The game today behaves VERY differently, and figuring it out is a perlexing mess. It’s as if Arena Net doesn’t want new players – because there are no correct instructions or documentation for new players.
Incidentally, shouts in-game don’t help either. Most of the low-population servers seem to have people just as clueless as we are.
The Wiki is updated by players so for whatever reason, no-one has got around to doing it yet. I agree, it should not be so difficult to find answers to these sort of questions.
If you haven’t already, perhaps you should consider joining a guild. If you get into a decent one, there will be a tonne of knowledge there for you to draw upon. Another suggestion is to look for a mentor tag on your map – it looks like an apple. The person wearing the tag should be able to guide you and answer your questions.

Figlilly, thanks for the information. I have talked to a few experienced people, but all they have is speculation. All experienced people were around long before HoT released.
I’ve never seen a mentor, but I’ll keep an eye out for one.
Frankly, I think this is a support question for Arena Net. Either our email is broken, or their user interface is broken (because it just locks stuff for no comprehensible reason).
New accounts have time- and/or use-restricted features. It has always been this way. If, after a reasonable time, you still encounter difficulties, you can contact the CS Team via the ‘Support’ link above/below and ‘Submit a Request’ for assistance.

I finally got an answer from customer service earlier today.
It turns out ALL new accounts, even paid HoT accounts, have a seven day (real-world calendar time) waiting period before you can use in-game mail, or purchase anything at Black Lion, including just buying a few materials or simple items for a few coppers.
When exactly seven days had passed, to the minute as best I could tell, my in-game mail was enabled, and I was able to purchase things with copper, silver or gold at the Black Lion.
Interesting.. I had a bug last night where Ascended materials were not being added to Notary amounts.. sent ticket, got response to say they were mailing the items… except none arrived.. sent ticket reply this morning and they resent once more.. finally got them – seems the mail issue affects everyone at some point eh Jon
