I’m a little late but…
There was a patch that made Content Streaming a thing,you don’t have to add the Target Command anymore.
That means that by default everyone had/has it on. So this lag you were,and maybe still are, experiencing is most likely due to Gw2 streaming in data your Gw2.dat file was missing.
It should stop very shortly,depending on your connection speed. But there’s an option to change its behavior in your F11 menu,ingame.
I’m also having huge lag spikes this last week. My lag issues had started last Sunday on 07/06/2015 with my usual ping of around 200 spiking up to about 1500 to 3000 with an average of 1000.
When this happens characters start banding all over the place and my skills are delayed or just cast with no animation. I see skill/particle effects randomly appearing all over the terrain. Once the lag spikes start the whole game desyncs or I disconnect.

Have also been having this issue. Today did shadow behemoth after 4 months not doing world bosses. Ping I had was 3000(10fps) at the start and then stabled out around 600 to 900. Had to disable name tags of people cause it was unbearable. After getting rid of the name tags I only got 5 fps more.
Last time I played with massive amount of people on maps with no issue was 2 months a go, and it was smooth(300 to 500 ping and 30 to 40 fps).
In unranked spvp I get from 700 to 1000+ ping. Think all this started happening with all the content being added of HoT since this has been happening to me with the bad lag.
Even the graphic driver is up to date. Did it last week to see if it would change anything and nothing.
