What were you doing and where were you when you get 15fps. Please post screenshot of your game settings, there may be a few things that can be adjusted. Check with GPU-Z while the game is running to see if the driver properly wokeup the PCIe link to x16. (bus interface, right column half way down, numbers just left of the ?)
If you are around a lot of players in a city, yes your framerate will be poor. This is also true in boss events and WvW when zergs clash.

I’ve played with the settings, shadows, etc. I’m in a level 8 leveling zone, with no one in site, so it’s not because of too much going on in the background, and ill run gpu-z in a sec and see what it’s showing. I’m simply leveling a new character. I bought the game on release and quit because of this problem, and I’m really wanting to start back up and be able to play fully, but if I can’t get anything over 60, I won’t play. I’ll check GPU-z and see what it’s showing and I’ll get back with you

That might affect it, run the game fullscreen windows and tab GPU-Z on top of it, just to be sure. And might as well of a shot of the game’s graphic options up with the GPU-Z next to it.

Feel kittened, but ctrl+tab and stuff, and cant get GPUZ on the fullsize screen of GW2. Anyway, setting are on all low, just to where i can get 35fps right now. Is x16@2 1 bad? If so, how can I fix it? It shows it at 2 1 even with GW2 closed
Yeah. Basically the CPU is talking to the card at 16x slower than it should be. You aren’t getting decent frame rate because the card isn’t getting data fast enough.
Your refusal to help yourself by providing a simple screen shot means I’m done. Good luck, maybe someone else will be willing to put up with your steadfast refusal to do the simplest thing. Don’t bother to try support because they will ask you to do more complicated things than post a bloody screenshot.

Ive read multiple forums and suff about it, and when it comes to AMD, the game pulls more from the CPU than GPU like it should.
Has nothing to do with AMD. The game itself is more CPU then GPU based. It doesn’t mean if your GPU is running slower then it should that your game will still run fine. Your GPU isn’t at x16 like it should be.

You won’t get that. Not in normal, everyday, game play. Not with that CPU.
Had a similar set up not long ago. Athlon II x4 635@3ghz with an r7 260x and I got 40-60fps in starting zones, 15-30 in major towns like lions arch and 10-20fps in world bosses.
Upgrading the CPU to an i5 4690k brought huge gains though.
Open your PC and look if your GPU is in the slot next to your CPU. Thats mostly
the problem.
Else make sure your GPU is seated proper in the slot .. just remove it and press it
in again.

Your GPU is at 2x, it needs to be at 16×. Move it to the closest slot to the CPU (as already suggested).
the Phenom II 965 is going to be the fastest Single threaded CPU AMD has to offer. So you will be ‘comparable’ to a first gen i5/i7 for this game.
On my laptop (i7 920xm + HD5870M) I can pull 60FPS just about anywhere as long as the ingame settings are optimal. So after you get the GPU fixed, it should show 16x and not 2x in GPU-Z’s Bus section, Post your in game settings so we can make recommendations.

My cousin has the EXACT same build as me and ran it butter smooth 60fps anywhere at any time. My CPU is perfectly fine, it’s simply not putting any load on my GPU. I deleted and reinstalled drivers and everything, and this weekend ill break it apart and check it out thoroughly when i have time from work. Theres nothing wrong with a phenom black II 965, hands down one of the flagship CPUs out there. Could be a simple setting in bios where it pulls off my onboard mobo graphics too.

Even if the game utilized your GPU fully, that CPU isn’t powerful to run the game at 60 FPS everywhere.

If your monitor is plugged into your GPU, it’s pulling off of the GPU.
