Low FPS
I bought Guild Wars 2 yesterday and i am having terrible lag! I Lowered the settings as low as possible and I am only getting 3-4 FPS. I have vista 32 bit. 3 GB ram. AMD Athlon 64 X2 Dual Core Processor 5000+ 2.60GHz. And Nvidia Geforce 306.97.

Seriously your computer barely makes the minimum requirements. You have not posted your graphics card. 3GB on vista is on the low side of memory. You should have at least 4 GB because vista is the most memory extensive OS Microsoft every made. This might alleviate your system from some pressure. However, your system is too weak. What do you expect? Even I have a cpu/memory bottleneck. Direct X overhead really kills fps. So, I play at low settings to get buttery smooth framerates. Note: I run a i5-2410m.

The post states they are only getting 3-4 fps so what do you think they are talking about.
To the Op sorry but the only thing you can do is get a new rig you can`t even upgrade anything that will make a difference.
Getting more memory is not going to help since the OP is running a 32 bit system. I hate to say it but upgrade to a 64 bit system, preferably Win 7. Get an Intel processor (i5 or i7 if you want it to be viable for a while and worth the money in the long run). A lot more RAM as well. The good news is you can get that machine for a good price nowadays as it’s fairly mainstream – heck, my parents even have an i7. This game is more CPU heavy and it’s also a bit of a memory hog, but neither of those things will be an issue with a newer system.
Indeed .. depending on what parts u salvage fomr that rig .. i.e Hard drives ..optical drives and such. You can put together a good i5 rig for around £550-£650 and that will be Overclockable aswell. You can save a little money ..around £50 of that if you go for a non overclockable cpu and cheap cooler…but i recommend agianst that.

The client uses around 2.8-3.4 GB of ram. By having 4GB available. one GB for OS and 3GB for game. It might help relieve some pressure of swapping but it does not help it much. It i recommended to upgrade the system. Right now I am running AMD a10-5800k at 1280×1024 cap at 60 hz I running at near heigh at 20-30 fps at pve. I believe my system is ram bottleneck

If your running a AMD cpu ..chances are its cpu bottleneck not a RAM one.
GW2 doesnt like AMD cpu’s ..and even Intel ones only run good on a i5 3ghz +. (on average)

He didn’t contest that, he asked if the issue was lag or low frame rate. Those are not the same things.
If the visual representation or control input falls behind the game logic, that is called lag. That’s the definition of lag: to fall behind or fail to keep up.
If I want 50 FPS but I’m getting 30 FPS instead, either graphics or network either one… then I’m having a performance issue. There is no reason to assume I’m experiencing lag: a low frame rate might still keep up with the game logic and usually is programmed to do so by design.
And yes, sometimes they both go hand in hand, but frequently that is not the case.

This game is rather complex. My bottlenecks depends on the moment.
WvW I will be bottleneck on the cpu. I realize that
However, other moments I am bottleneck by ram because this chip is an APU and the iGPU eats though ram. This is rapidly kill FPS, if I set the game at higher level graphic detail.
I do have a upper limit on fps due the cpu. It is around 40 ish fps
Edit: the new beta drivers seems to alivate my problem dramastically. I believe I was bottleneck by the IGPU.
