Low FPS after GPU upgrade
Have you used the AMD Driver clean tool and reinstalled drivers? http://support.amd.com/en-us/kb-articles/Pages/AMD-Clean-Uninstall-Utility.aspx

I use display driver uninstaller to fully uninstall the driver. this utility doesn’t leave any residue files.
Make sure the gpu is working at pcie x16.
i7 5775c @ 4.1GHz – 12GB RAM @ 2400MHz – RX 480 @ 1390/2140MHz
thanx Ansau tested the card with gpu-z again and i noticed that i missed something the card is running on PCIe 1 instead of 16, tried to update motherboard drivers but it the same, haven’t updated my bios yet.
PCIe 1x could mean it’s in the wrong slot or the slot is damaged. Are you able to switch to another? In addition, the card may not be in the socket all the way.

Thank you so much, it seems like the GPU or GPU electric cord weren’t all the way in their socket, i have PCIx 16 and the game run on 60 fps
