Guild Wars 2

Hi, I am fairly new to the game. I have two characters. One is Norn and an ausura. They are both still in the town they started in. I usually have around 60 fps when playing as norn but around 24~28 when playing as asura. Is that normal? I am running everything at max at 1080 resolution with vertical sync. My monitor is only 60hz.

My pc is phenom II x4 955 clocked to 3.5 ghz.
Radeon 7870 Tahiti from powercolor overclocked to 1100 ghz and everything else at default.
Windows 7
16gb of hyper x ram
basic gigabyte motherboard

I ran games like far cry3, crysis 3, bioshock infinite and tomb raider at max and the cpu temp is around 55 celcius and gpu is below 75.
