In a word – yes. The game is ‘cpu bound’ so no amount of GPU will speed it up.
Under the in game graphics settings: turn reflections down or off and use native rendering (instead of over sampling). I found I got the best results with setting the frame rate to ‘unlimited’ and use the ‘adaptive vsync’ in the Nvidia control panel.
I’ll average ~60FPS in most PvE settings outside of cities. However in cities and especially near/around the ‘winters day event’ there are places where I can just stand and look (or swing the view around) and get very very low FPS.

Lions Arch will at it worst possible place, drop to 30 fps no matter what GPU u have ( even with a highly OC’d cpu i might add). However by say,,, the mystic forge,,, u should be able ot get 40-45fps. Atleats thats what i get.
So asuming u have your CPU OC’d, you should be able to play Gw2 as good as can be done currently. I.E minimum fps u wil lever see if 30..and thats in LionsArch & WvW battles.
If you find your GPU is maxing out in places, turn reflections from full to terian and sky and turn shadows to high not ultra. Also if u have supersampling on ..put it to native. Howeveri hink the 680 should be able to handle those on max.

Yep, even though I have a 3570k @ 4.5ghz and an HD7950, I still get like 25 FPS in some locations in Lions Arch and WvW. Though most of the time I have 60+, those drops still do bother me and Anet needs to start optimizing more.
Thanks for the responses! I guess I can take solace in the fact that outside of a few graphical tweaks there is nothing I can really do to make it run smoother. Maybe we should bombard ArenaNet with a list of demands?
