Low FPS on GTX 980Ti
Are you running precision x? I was messing around with it this week, and found elsewhere on the forums that it was causing issues for another. I was only using it for a fan curve to start out, but found that after I uninstalled it my game ran much smoother again.

i don’t know what is precision x so i assume the answer is no
but i just found out something even crazier
i went to fire camp me and my friend on Skype with same system(GPU, CPU, MB) he has 60 fps i had 18 so for the fun of it i changed my resolution to 1920×1080 p and guess what i still have the same fps 18 !!!!
sounds like typical PCIE link issues here.
Download GPU-Z and while GW2 is running in a window verify that your 980Ti is linked at 16x for a single PCIE card or 8x if you have 2-3 PCIE cards in that system.
4790K has a total of 16x lanes.

that is correct, and thats the issue.
first make sure the GPU is in the PCIE x16 slot CLOSEST to your CPU.
Pull out the GPU, blow out the Slots with a can of air and blow out the PCIE connection on the GPU and reinstall it.
Boot and reload GPU-Z to make sure its linked at 16x

weird solutions but it worked. i have ASUS maximums VII formula and the hards sata cables sit below the vga so i just took them of from the top slot and used only the bottom slot which wont touch with the vga and some how this fixed the issue im thinking it was interfering with it and not making a perfect connection.
one more thing my friend GPU-Z says
PCI-E 3.0×16 mine still saying PCI-E 2.0×16 and we have the same MB why is that ?

Inside your BIOS there should be a setting for this. You can manually change it to perhaps ‘auto, pcie 2.0, and pcie 3.0’
