Low FPS on Skylake
Reseat your GPU and make sure it’s in the closest PCI slot to your CPU.

I tried this the other day and even switched out the GPU with a friends card to see if my card was defective. His card performed about the same in GW2 but in a benchmark test my card blew his out of the water. It’s in the correct slot and will run at 100% (1000mhz) in LA but will drop down to 300mhz in PvE elsewhere. This is why I’m thinking it’s the combo of Windows 10 and the new skylake processor.
Have you validated your CPU temps with a burnin program like AIDA or Prime95? It kinda sounds like your CPU is throttling.

I ran a few stress tests and everything has come back fine. Right now I have the Intel Extreme Tuning Utility and AMD Catalyst up with GW2 in the background. My GPU usage is full tilt and my CPU dips as low as 3% and spikes at 20%. As this is the only game I play at the moment, I can’t compare it to anything else. I’m currently at 21fps in Metrica Province…
Here’s an update. I downloaded Battlefield 4 to try out and see if my system worked on it and I’m running the game on ultra settings without any issues. I guess GW2 might just not be optimized with my setup currently.
