Low FPS on a Good Machine
That 560 is slowing it down I think. Can’t expect a budget-midrange card to run new games maxed. Turn off best res/character res, and lower shadows/LOD/reflection down a notch if you have to.
Your fps are way too low for that system.
Have you tried running 3dmark 11 (http://www.3dmark.com/3dmark11/) to check if there’s something wrong with your setup?
BTW: Your GPU can’t handle supersampling so make sure the renderer is set to native resolution.

The 560 may not be the fastest card available, but it doesn’t explain the low fps.
Are you deffly sure that your card is installed on correct PCI-E slot? Download CPU-Z or Gpu-Z to check it if PCI-E link is anything lower than 16x(such as 4x /8x) you installed it on the wrong slot…
Try disabling reflections, it will make a huge difference (as in 50fps vs 150fps huge on certain spots!).
Will try 3D Mark 11. As for the PCI-E slot yes its on PCIE-16X slot. I built the machine myself.
Im on native texture sampling, i’d consider Supersample ultra.
