Turn shadows off and set Draw distance to a lower setting. Might also work to set foliage to low(grass and kittens)

Shadows to low and having it turned off are two complete different things. Have you turned shadows off or do you have it running on low.

I believe the problem is in your Graphical Driver. Your card should be able to run the game at around 30-40 FPS constant on medium to probably even high settings.
What you could do is Delete your Videocard drivers, Reboot your PC into safemode and Use a Driver Cleaner (like driver cleaner pro) to delete any remaining files of your videocard driver. Then Freshly install the latest Ati Radeon Drivers, or even there Beta drivers.

It’s not his computer that’s not doing its job, people…. it’s the game.
There are hundreds of players with high-end machines capable of running other games flawlessly, but that cannot get any good performance with GW2. The game needs optimization. Period.
However, ANet still hasn’t released any official statements on the matter.

i7 920 OC 3.3ghz – ATI 5870 (12.8 without cap 2) – 8gb ddr3.
I’m personally getting a constant 60 fps in all areas of game except for major cities and during relatively big fights in wvw. My PC is just under 4 years old and I’m very happy with the performance, this is also using High Settings for all options with native FXAA.
Remember 2000000 people have purchased the game and although there are a number of people having fps problems the majority of users are happy with there frame rates.
I am confident alot of players with low fps problems posting on the forums are more or less not familiar with optimizing windows correctly.
I do agree that this game is much more demanding than what the minimum requirements suggest and there are still plenty of optimizations that need to be considered by the devs. But if your rig is more up to date than mine and you are having issues with fps, I can only assume your running alot of CPU dependent process’ in the background. I personally have 37 process’ running while playing the game.

If changing the graphics settings makes no difference then the problem is probably your CPU. Try going into the in-game sound settings and change the sound quality to “fast”, it may help. Good luck!
