I looked back some pages and didn’t see anything helpful, so:

I’m getting weird FPS stuttering when I rotate my camera and quite a bit when I open the map. I get a constant 50-60 FPS in most places, only dropping a little in heavy action, but it always goes to crap for a few seconds whenever I rotate the camera. It’s driving me crazy because a friend of mine is running a pretty much identical computer, with the exception of the video card (560ti), and they’re getting smooth, consistent frame-rates with the same settings I have. I don’t really notice it in any other games so far, but I’ve only really played Borderlands 2 and Dishonored since I built this thing. Any ideas?

I also have had this problem (AMD 7950) and it has actually come and gone between game patches. I’m not sure what causes it, for me downloading AMDs catalyst application profiles seemed to help it, it’s still there but not as bad. I’m not sure if Nvidia has a similar download to support game profiles.

same, jumps from 20 to 0.02 kb/s – and I download stuff at 1-2 mbs. so there is no way its my connection. It has to be the servers, everything firewall is OFF, priority raised, etc. Nothing…

Turn reflections off and shadows down lower would help. (See Q13 for details)

I agree, reduce reflection settings. Otherwise, improve your storage performance. SSD is an option, Possibly defragging. This sounds like a typical data load issue, rather than a CPU or GPU issue – the game can’t get data fast enough.

I see this too, but usually only in cases where the game has not had time to load enough data for a zone.

Guild Wars 2 constantly reads data from the disk to reduce memory footprint (correct me if i’m wrong), therefore by moving game data on to SSD greatly improves performance.
SSD and defragging don’t go together, doing so will kill it in long process.

ps, kudos to the dev team, dynamic post editing now works as it should.

Yeah, that’s a data fetching issue looked like what it was to me too, which is odd cause i’m on an Intel SSD. Also puzzling because the similar system I mentioned has everything maxed (with no FPS dips when the camera turns), including reflections and shadows, and they’re running a 1TB SATA drive that’s fast-ish. I’m pretty much at my wit’s end with this. =( I go from POST to my desktop in 10 seconds flat so I wouldn’t think that it’s a problem with my SSD.
