I manage to only get around 10-20 FPS on the lowest settings in Guild Wars 2. Is this accurate with my equipment?

This isn’t very accurate, I would expect you to get higher FPS at higher settings. What resolution are you running at?

You really need to upgrade that CPU bud. That processor is 6 years old, and this game is very demanding on the CPU. You Video card is fine, I have a 560 TI paired to a I7 sandybridge CPU and 8gb of ram I run the game quite fine.

My suggestion, Ditch that CPU it’s very old, it’s release date was 2007 and if you can upgrade to windows 7 64bit and throw in another 4gb of ram. The video card atm is the last thing you need to change right now.

A processor designed to run GW2 hasn’t been released yet, so even if you upgrade to the fastest intel processor you will still get bad frame rates in pvp and world events unless you do a massive OC
I would suggest playing another game until processors are released that are designed to play GW2 the way it is meant to be played

Don’t blame bad programming on hardware… I heard awhile back Anet was supposed to be fixing their optimization issues, but with nothing being done I begin to wonder if they even care. Anet acts oblivious to the issue and doesn’t address it at all; while saying how much they care about their games and fan base. I guess time will tell, and I don’t plan to play until it’s resolved. Hopefully before the next expansion as I couldn’t see to many people coming back.
