Low Fps

I followed all the advice but the result is the same. The graphics are set to performance but I have more than 15 fps

Sadly, there is your problem. Guild Wars 2 is extremely CPU heavy. The E5300 Pentium is a lower end CPU and has a harder time processing than some of the newer ones. I will tell you though, I am running a FX 6300 @ 3.7GHz and it depends on where I am as to what FPS I get. The game is playable at lower FPS, and the worst spots to get the lowest FPS are in the middle of world boss events.

which cpu you can advise me? for Guild wars 2?
any 4th gen i5 series or higher would get you started. Higher ones are better depending on your budget. Define a budget and people will help you get a better hardware to get a better experience. But keep in mind that it will not come cheap to upgrade since you will have to change mobo, cpu, ram and probably your psu then the graphics card later on.
Your FPS is low because of your processor. Sorry but these days you shouldn’t bother with a dual core. Those are way, way out-of-date.

The hard drive I think that is reusable, even the ram and video card. I would buy an i5. Mobo? Ram?
Try adjusting some of the in game graphics settings it may be possible to get a little better fps. I have a second pc at my friend house that I play on it it a low end dual core but I managed to get the game up to 30 fps not great but playable and the in game graphics are not real pretty but it works

Character Model Limit: Medium or low This effect how you see other characters in game and improve fps in mobs

Best Texture Filtering: Unchecked
Depth Blur: Checked
Effects LOD: Checked
High-Res Character Textures: Unchecked
Vertical Sync: Unchecked
Play around with the setting till you get the best you can you will not get much over 30 but still playable. Also programs and app running in the background will reduce game performance shut down these as much as possible.

What PSU you have if its decent and have enough Ampers on 12V line/s it shount need changing (enough is 400W+ if youwount o/c and more if you would change grapic card and/or o/c)
for around 400 euro I could get in Poland (no idea where you live) haswell i5-4690K + decent Z8x/9x motherboard + 8GB ram (240+80+80 euro) non-K hawell cost 25 euro less
Sell old stuff and buy better grapic card or PSU (depend on which is needed more)
