Great !! Now my gpu clock goes under 1000mghz ..wtf?
What I do with my 680 to maintain high usage is go to the Nvidia Control Panel. Under global settings(or gw2 if you want this only for that game), then power management mode.Change it to prefer maximum performance. This should make the GPU run at higher clocks. Are you using supersampling? With a 680 you should be able to use supersampling, it looks great and will help your gpu use its potential.

You won’t get full utilization with a GTX680 in GW2 due to CPU bottleneck.

20-40% usage for CPU is normal on 4core HT. You can try checking core-parking. (See Part 4.1)

To be more precise, it´s normal for this broken client to randomly underclock all of your hardware instead of running at least one core at full speed.

Part 4.2-4.3 is explaining CPU bottleneck. If your cores are being underclocked at random then adjust your OS power management settings.

I’ve got a similar problem with my GTX 670. During gameplay I usually monitor my card with MSI Afterburner and in a lot of occasions I see my gpu usage drop down and consequently my fps drops to around 30.
I’m struggling to understand if I have a faulty card or if I have some sort of driver problem since I also have a horrible crashing issue (see this thread: https://forum-en.gw2archive.eu/forum/support/tech/Game-keeps-freezing-Need-Help/first#post1234203 ), but seeing that I’m not the only one suffering from drops in GPU usage makes me feel that maybe there is a solution out there.
Some of GTX graphic cards tends to drop MHZ clock speed on COre & memory when they are Overclocked to thier limits to save card from permament damage.
If Your graphic Card drops a lot ot times, Underclock it by ~50 HZ and look how it goes. IF that doesn’t help go back to store and replace card.
