yes, it has but without a forum search function and the mac forum archived, you probably won’t be able to find it easily.
long answer short: it needs 64bit, cider supports 32bit. as soon as the cider wrapper gets an update to 64 bit we can have high res textures.
also you need a quad core cpu
you can use bootcamp though to install windows if you need high res textures
To expand on Michaels explanation: the restrictions to textures are the same as in the Windows client when running in 32bit Windows. So the options are either Cider changing to appear like 64bit Windows, or changes to the 32bit Windows client that remove the restrictions.
Neither seems very probable at the moment.
Hi res textures would out of memory 32 bit windows never mind 32 Mac emulated window’s so the option on the current Mac beta will not ever change unless a 64bit version on cinder comes out

Actually, hold the phone on better textures. I’ve just upgraded to Yosemite – the 64-bit OS X – and the textures seem much better.
It might be wishful thinking, but when I look at NPC’s etc. I now see details like brocade instead of what was just a flat colour. Dunno if that’s truly High-quality textures, but it’s certainly better than it was under the 32-bit Mavericks system.
