My options reset, each time I log into the game.
For example:
In-Game Clock from Local Time to Off
Ground-Targeting from Instant to Normal.
And I can’t zoom in / out anymore with my mouse scroll wheel.

I think I can answer the mouse scroll wheel question.

Under Options and the First Choice (General), make certain ‘use scrolling gestures’ is unticked.

This part wise helped me, to fix the mouse-problem.
But when I close GW and open it again this still resets all my general options and I have to unclick “use scrolling gestures” again.
So each time I log into GW I have to change all my general options again and again and again…

this is happening to me as well – I have to adjust them every time i log in.

Yep, same here. Every login resets the options to box-standard.

this is happening to me too. i tweeted @guildwars2 and @arenanet to see if they would respond to that angle, nothing so far.
