Adjust your Character Limit and Character Quality settings under display settings in GW2, For that system Character limit SHOULD be on lowest, and Character Quality Medium or Low(WvW=Low).
If that does not help, adjust your ingame shadows and such.
update your GPU Drivers….ect.
Your system is pretty low end, and the game is very CPU Demanding. Im not surprised at your reported FPS in all honesty. I know you can get 40-50, but your settings are going to have to be on Medium to Low (Esp GPU and CPU big hitters, Post Processing, Sampling, Shaders, Shadows….ect)

I fixed the problem, it’s a steady 60 fps again. I know the system is not that great, I bought it 3 or 4 years ago, I do want to update the Mobo and cpu but money is tight.
Thanks for your help. If any one is interested it was a temperature problem, I lowered the voltage of the cpu a bit and it’s now stable and 60 fps again…
Even my MSI GX-60 struggles. It’s not top of the line but it’s less than a year old. 2GB 7970M dedicated makes a huge difference. Funny thing is, I get great FPS on other games like the new Tombraider and even got very playable FPS on Saints Row 4.
Yeah part of the reason why I haven’t updated my system in like 4 years is all other games I play including the likes of Skyrim, CoD, WoW, LoL, etc, I get a steady 60 FPS so I don’t see the point in upgrading it. Heck some areas in WoW if I turn VSync off I get something ridiculous like 500 FPS. Not really sure if GW2 is not very well optimized or whatever, but I would hope someone with a BE Phenom 955 overclocked at 3.8ghz and a GTX 460 can still play it…
