Massive Lag Spikes and Huge Ping Numbers
It is your connection, you can read my post here in this thread that explains why

You can run ping plotter and post the results here if you would like to know where the problem is At
Here is a good explanation of how it all works.
Look at a map of the city or town you work or live in. From there pick a point on the other side of the map (game server location). Now get in your car and drive to that point (path internet takes). Every traffic light you pass is a intersection (node). If there is no traffic or any accidents then your trip will be rather quick (fast speeds/low ping). As traffic increases your time increases (higher ping). If there is an accident along the way traffic stops (very high ping/packet loss).
As others have said, Anet controls the point they connect to the internet. you control the point where you connect and your ISP is responsible for everything in between. There could be several nodes between your connection and Anet. There could be a problem at anyone of them.
Game servers for different games, HD video, music are all located in different places so the routes your internet takes to get there are different. This is why other things work better.
