Massive texture pop in at any settings

Has anybody else been having the issue where massive sections of textures (grass or even entire buildings at times) don’t load properly and just pop in (reload?) as you’re running? Are there any known solutions? I’ve tried playing around with settings and none of them seem to make a difference.
It happens even when playing on best appearance settings (minus post processing and depth blur) LOD distance put on Ultra and character model/limits both bumped up to highest.
I’m running on an SSD (both GW2 and Windows 10 installed on it) with a GTX 980, i5 3570k OCd to 4.6GHz and 16GB DDR3.
Anybody else having this problem?
