Max 8 fps on normal gear...
Try to turn the shadows and reflections down.
If you have a good cpu cooler you might want to try to overclock your CPU as well. There are forums here on performance increases.

Make sure you are running your gpu on the 16x slot if you have multiple pci-e slots.
Nope, this is not it. Thnx for trying… i guess i won’t be able to play till some patch or some fix, cuz i don’t think that the problem is with my pc.

Windows 7
1) Start>Run
2) Type dxdiag
3) Select the check Box “check for WHQL digital signatures”
4) Wait for the progress bar at the bottom left of the windows to finish
5) Select “Save All information”
6) Save the file to your Desktop
Make sure to save the file as a Text File and not an XML (I believe default is a text)
7) Attach it to your post

call me crazy, but I’m pretty sure your CPU is a bottleneck for you. While it might still be on paper a good CPU, it’s architecture is kinda old =\ the sweet spot for this game on an Intel CPU is a core i5 2600K at 4.5Ghz

This game needs a very high end processor. It is very unfortunate that A-Net used such a horrible engine on such a good game.
I would recommend trying the program called Razer game booster it helped me a lot in this game when I had a slower Intel Quad Core CPU

Your CPU, RAM, and video card could all stand to be upgraded for GW2 purposes (the game is not well-optimized) but I would think you’d be doing better than 8 fps in the open world. It will be bad in all of the major cities and crowded areas though regardless without a major hardware upgrade
Have you tried moving out into a less-populated region?
I need to do more research on this. It seems that I am seeing a lot for ATI owners running into issue with very low FPS. Your CPU, RAM and GPU are all factors but 8 FPS is down right terrible.
I am beginning to think that it could be a driver issue. I currently do not own a test system with an ATI so it does make it a bit hard to diagnose.
There are a few things that you can do.
You may want to get the latest drivers for you ATI. I would suggest getting them directly from ATI. NOTE: If you do update the drivers do it before any other steps.
You have a 64bit system and 4G of RAM so I would suggest turning off, at least, the High-Res Character Textures in the games Graphic Options.
In the Games Graphic Options try setting the “Settings Preset” to Best Performance and while you are there go ahead and turn on “vertical sync” if it is not.
Use this link for instructions to change AA “Anti Aliasing” to Application controlled.

Once you have made the changes go back into the games Graphic Option and change the Render Sampling to “Super Sampling” then immediately switch it to “Native”. NOTE: Make sure you switch it back to “Native” or you will get worse performance.

As I said, all of my drivers are up to date, and every option in CCC is right. The strangest thing is that, when i’m in char. select or creation, i don’t get any fps drop at all. It happens only when i log in. + The graphics option doesn’t change anything, i can max everything or make it every single option on low and still get the same 8 fps tops.
Speaking about other areas, i didn’t rly went anywhere from my starting point.
It’s rly sad that i don’t get to play, what in theory should be playable with my pc
I feel kinda screwed.
A lot of people I sure felt that way when they bought the game. The minimum specs on the box is misleading they should have listed the Intel i5 as the minimum processor
