Missing Gem Store Item, Possible Refund If..

Okay I bought 8 Consortium Harvesting Sickles back when they were first released for each characters, well I was still trying to make the characters I wanted to keep and play, so I left the unused sickles in the mail.
Yesterday I logged on to add them to the characters when I noticed one missing, well I saw a topic here saying that is a known bug so I submitted a ticket.
Now onto my problem, I would like to have a sickle for each character and since this sale is going on I would like to buy one as I do not know how long it will take for support to find the problem with the missing one, If I buy the sickle before the end of the sale (waiting till last minute) would i have a chance for a refund for the missing sickle? Since 9 soulbound items for 8 characters would be a waste. or should I just wait?
If anyone has had a situation like this it would be great to hear about it. Or any advice you can think of.
