Well you did not list your video card but this is mim specs so you get mim performance.

Zerg was just asking a question, nothing rude with that at all. Without all the info of your system its hard to figure out what your problem is.
The problem is your CPU is the bare min AND your running onboard video.
IF your motherboard(assuming its a desktop and not a laptop, you didn’t say) and power supply can support it a cheap graphics card would help a little. With the age and speed of the CPU you wont see great gains with any upgrade. I would not recommend spending a lot of money on it though as that CPU is far past EOL from a gaming perspective.
Minimum specs just mean the game will run, not run well just run. To get true playable frame rates you need to look into a complete new system.
I was getting random FPS issues until I set the graphics option ingame to best performance, and told it to limit it to 30fps to help with cooling.

Hi MrMcArthur – If you do not have a discreet graphics card and are only running with your Mobile IntelĀ® 4 Series Express Chipset, you do not meet the minimum requirements for Guild Wars 2. This is not to say that you will be unable to play, but coupled with your specific processor you will experience some in game performance issues such as you have described.
If upgrading is something that you are able to do, I would suggest upgrading your system in order to obtain much more desirable framerates.
Its not the CPU. I have basically the same CPU and before they took out the optimizations, that were causing others issues, I was able to play with almost all settings turned to high. Now I play with most turned to low except character texture details, which I have turned to high, and AA . Of course I have a much better graphics card (GTS 250).
