Need settings advice
You have a good processor as 4 cores is what GW2 likes and good card. You can actually play GW2 in ultra settings just about everywhere with that set up so you can up your video settings from what you have.
You might get some more memory. 4gb is enough to play in ultra settings, but ideally probably around 8 gb would be best. Good news is that is cheap. Be sure to get same frequency.
As far as 200 vs 200 fights.. when you have animation flowing all over.. its going to slow you down unfortunately. Best bet is to turn down your setting video settings lower if your going into WvWvW. Also, even at full speed it will be hard to tell what is going on anyways with all the flashes!
you might check to verify your drivers are all up to date. You can certainly get performance boosts from drivers

WvW battles with GW2 requirs an Intel i5 OC’d to 4.5ghz minimum to stay above 30 fps. .it doesnt matter how powerfull a GPU you have ether.
AMD’s best cpu, the FX 8350, cant even manage this ..though its close. Im afraid your CPU is what is holding you back, its good for its price dont get me wrong, but its single thread performance is not good enough for GW2 compared to Intel’s i5 and i7’s.
The only thing you can do to help is reduce settings that affect your cpu. Like shadows, LOD, and make sure reflections are not set to ‘all’ aswell.
The guy who sold that PC didnt exactly lie ..if he said you can play with High fps ..you can .. in Pve ..but not WvW. And tbh he likely wouldnt know this unless he plays it himself..its not somthing Anet go out of their way to tell retailers.
