Nothing can push 25-35FPS in WvW in a large populated area, and certainly nothing for 650 bucks.

Intel i3 (maybe a 3.1 GHz make), 4-6 GB DDR3, Radeon HD 7750 and a 450 watt PSU with 500 GB HDD w/ Windows 7 and an H77 chipset and a sturdy 40-50 dollar computer case. Sorry I could not go into specifics but I think this is around the best you’d be able to do for $650. Should be able to play GW2 on medium, or just use Auto Detect settings if you don’t particularly care about how it looks so long as it plays good.
You can build a system at that price, just not one that will get 25-35 in WvW unless you are alone far from the fray. And probably not at 1080P running best appearance settings.

My own rig can barely stay above 25fps in Large WvW zergs and its cost me over £2000 so far :P
Granted u can get simalar performance for much less for GW2 BUT not $650. Infact u would be hard pushed to build a proper intel i5 gaming rig for $650, most start at the $800 range and thats self built, u can likely add another $100 or more on for a prebuilt one.
Bassicaly your asking for to much for to little money.
