New PC; Can it handle GW2?
Yes it will run the game fine. I have the same processor too but a different graphic card (HD 7950) but considering this game is more CPU oriented than GPU, you will probably get about the same fps as me (60-100 in PvE / 40-50 Lion’s Arch / 30-40 In a huge WvW situation).
The game simply doesn’t use as much GPU as it should for whatever reason my usage is like 60-70%

as Apocrypha said it should run the game fine. In regards to the CPU bottlenecking, performance is something the devs have said they are constantly monitoring.

Consider bumping the graphics card from a 660 to a 660ti.
It won’t make a big difference in GW2 for reasons mentioned above, but in other games you’ll get a noticable performance increase for relatively little additional money.
If you want the best bang for your money Radeon 7770 is the current bargain performer.

If you consider getting the 660ti version .. then it might be an idea ot get the AMD 7950 since it is roughly the same price as a 660ti but with AMD latest drivers it will beat the 660ti.
Additionaly the 3570k will be fine for GW2 WvW so long as you OC it. Make sure get a good aftermarket air cooler like the Evo 212 (budget air) or the Noctua NH-D14 (top end air) and OC to 4.3ghz or higher.
All current performance cpu’s at stock will strugle with Big WvW battles ..expect sub 30 fps.
All current performance Intel cpu’s at OC (Ivy 4.4.ghz+, Sandy 4.5ghz+) will be able to stay above 30 fps 90% of the time.
