New PC for GW2
No you wont.
Atleast not all the time. With everything on max @1080p (even supersample)
in big events i go below 40 fps and after last few patches i even saw it go down 30 occasionally. But that is when its very crowded and of full screen windowed.
In normal full screen it wont drop below 30 with everything on max.
Since your future setup is quite similar 2 mine i will highly doubt u will be able 2 maintain 50 fps.
Your cpu may be 5-10% faster (clock for clock) but mine is running at 4,7 ghz and my quite highly overclocked gtx 670 ’s will out perform a gtx 780 .
That being said, apart from the major events i do have a fps of more than 100 normally and in LA above 50 all the time
Hope this helps you awnser your question
Edit: I assumed you will be gaming on 1080p

I also plan to overclock it, anyway if it never drops under 30 it is still fine, thanks for the help
The Haswell chips tend 2 get hot very fast even at low voltages, so if you intend more than a mild overclock dont cheap out on the cooling.

Get a aftermarket cooler that will fit your case and OC the best you can. Haswell’s do get hot and even ivys are not that much better. The 10-15% increase in Haswell will be worth it for you tho. My i7 will get 4.5ghz at 1.345v which is really crappy. Sometimes you win the silicon lottery and get a good one. Think of it like RNG in GW2

From my experiance u can expect 50+ FPS in LA with max settings + Supersampling (reflections on Terrian and Sky) @ 1080p. Maybe a bit less on the FPS side if u get a stock 780.
WvW , well thats all on ur CPU so expect 20-30 FPS in massive zergs like those in EB, it wont matter what GPU u got.
As others said about Haswel, if ur gunna OC ..say like 4.3-4.5ghz range, u NEED top of the line AIO water cooling like a H100i. The votlage required for those core speeds wil heat the CPU up like crazy. If ur not into OC haswell is fine, if u like OCing ..get a Ivy(3570k) or even A sandy(2550k).

The haswell CPU and GTX 780 will do just fine if you plan on getting them, I currently both use a 4670K and a GTX 780. The 4670K being oc’d at 4,6 GHz and barely reaching 60c under full load. My GTX 780 sits at 1150 MHz/7GHz (Core/Mem) and runs stable. I can however push it further in other games, all the way up to 1250MHz/7GHz. When it comes to GPU overclocking, GW2 is slightly unstable for some reason, although you shouldn’t need to OC at all with this setup.
