New and better Graphics Card - Lower FPS
I don’t think it’s your graphics card. I’m having some FPS issues myself since the patch yesterday without having changed anything. Pop in your GTX 460 and see if it’s still faster?
The 600 series does not seem to like Guild Wars 2 all that much. I have a 670 myself and found changing a few things can really help performance:
1) Disable/Remove any third party overclocking software. My EVGA card came with Precision software, which I installed and ran all the time without thinking about it. You can even set an FPS goal on it and it will overclock your card to specifically get to that frame rate. It’s pretty cool…at first. The problem being, it then CAPS your game at that frame rate. So if you tell your OC software to get 70 FPS, it won’t go above that EVER and frequently go lower. I noticed a change in average from 50 FPS to around 90 FPS with this step alone.
Edit: To clarify on this “fix”, I completely uninstalled the Precision software and then rebooted my computer.
2) If you’re looking for options that offer you the most in terms of a performance boost, start by setting reflections to “None”. They seem FAR more intensive than is actually worth it currently, and you can notice an almost 20% boost in frame rates by disabling it. I went from around 35-40 up to 55-60. (At this time I still had OC software running).
3) Disable any and all forms of vertical sync, both in game, and in your Nvidia control panel.
Try those and report back please. I’m interested in seeing if uninstalling the OC software works for you as well as it did for me, so I can start recommending it to more people with the 600 series.

Need more than this?
Also, the 460 is firmly placed in another comp within the family now. Too much hassle and too much explaining why i would need to replace my 400£ card for a test ^^
I haven’t seen any other software being installed with my new card, only 3d vision that came with the new driver. Nothing called Precision.
I changed reflections to none, It was a small boost but it still drops when panning the camera around with mouse, and it didn’t before. I will try the Vsync in the control panel now! In game was no difference.

These are my settings, and have not experienced any issue you mention. I’m using 306.23 drivers.
I don’t drop anything lower than 45fps under heavy WvW

take a loot at this note regarding your mobo:
(Note 1) For optimum performance, if only one PCI Express graphics card is to be installed, be sure to install it in the PCIEX16_1 slot; if you are installing two PCI Express graphics cards, it is recommended that you install them in the PCIEX16_1 and PCIEX16_2 slots.
the only other thing that you might want to look into is your ram configuration. it looks to be misconfigured or possibly underpowered. maybe your mobo throttles the hardware when not under load. im not sure. are these the ram that your ordered?

oh, so I placed my graphics card in the wrong slot or?
I have got very little experience with these things :P
I am running on driver 306.23
possibly. in most cases, the PCIEX16_1 slot is going to be the slot closest to the processor. take a look at the picture below. i believe this is your mobo. what slot number is your vid card in?

Yes, on some motherboards only one of the PCI Express slots is running at full speed. Even though you can put a graphics card in the others, they may only be running at x8 or even x1 (i.e. only 1/16th of the speed!). Best to check your motherboard manual and make sure you’re using the right slot. It’s also possible that if you don’t seat your card firmly (not all the pins are making contact) it will still operate, but at a lower speed.
