If you absolutely don’t want to build it yourself, I would go with CyberPowerPC as my personal preference. Have seen far too many issues with iBuypower.
I would still advise building yourself really, but it’s up to you on that front. For the exact same setup that I showed you (including case, etc. even), CyberPower offers it for $1,928 with $75 shipping and no operating system.
Nearly a $500 difference just to have it prebuilt, just seems like a waste of money to me is what I’m getting at. For the build I gave you, you could take off the Samsung 840 EVO SSD and replace that cost with a copy of Windows, but in all honesty I can’t stand not having an SSD in my main pc. It’s like using a quality mechanical keyboard when you’ve been using rubber domes most of your life, the switch to mechanical is absurdly amazing.
Anyway, if you do indeed play many graphic intensive titles, definitely take a look at the GTX 780, it is the current best for price/performance @ around $500 for reference boards.

Even if you don’t want to build it yourself, $1500 leaves a nice room to pay for some building service. sobe’s build looks pretty solid, but what I would do, especially if only GW2 is in mind, is to settle for a lesser card, like GTX 760 (It will still run very nicely on high graphics, even in 1440p) and opt for a little better air cooling, like Noctua NH-D14. It would still leave room for Windows and maybe even stronger PSU if needed.
My build was aimed at an all-around setup, if he’s wanting to spend $1,500 JUST for GW2 that’s a bit absurd, but my build will allow him to max out all current modern titles, which is what I assumed he was wanting due to his budget. If just GW2 I would drop to a 4670k, pick up a Phantek TC14PE air cooler (performs better than the D14 for same price bracket), and drop the vid card to the aforementioned 760. The PSU could be upgraded or changed to a Seasonic X650 for a more efficient unit, however, 650watts is more than enough for current and future single GPU builds.
I just don’t know if I would ever pay that much for a prebuilt though, maybe $500 per unit or less for workstation units, but nothing more than office pcs.

Yeah of course, I don’t really play GPU intensive games so I don’t know how 760 would perform in Crysis or Farcry and whatnot, it all depends on his taste though. 760 Allows pretty nice graphics on modern and upcoming games that are not those reaching up for the extreme.
I chose the 4770K as well since he said he prefers i7, I guess he has use for it. I haven’t checked the TDP’s of the components, especially if they’re OC’d, but if you say 650W is enough for this I believe you.
The other thing I don’t know about (just for gaming, GW2 especially) is 16 GB of RAM. 8 should cut it, but maybe it was because it fit in the budget or futureproofing, sure. I just think 16 is a bit over the top even in the next few years.
The best thing about self-built computer and the deal breaker for me is that there are no compromises. Neither of those pre-built machines listed the info of their PSU or motherboard – I assume they’re junk parts and I wouldn’t want either of those parts to be the failing parts. doing it yourself you know what you’re paying for and you don’t spend extra for things you don’t need and don’t cut corners on the thing you do need.

I don’t like Toshiba, and Hp
I prefer the brands Asus and Acer ( I don’t want water cooling ) also I would like it to have an intel i7 and a Nvidia graphics card and windows 8
And I prefer to buy the pc in person or from frys.com or best buy.com

I know this option isn’t exactly ideal, but if you cannot/will not build the system yourself. Frys has a service bench that will build it for you. I think they only charge 119/hr to do the build (2hour’s is about what they ‘should’ bill you) that includes OS setup, Drives, your AV solution, Testing/benching, and burn-in.
that way you can use pcpartspicker.com to pick out your build. Print the sheet out and take it to frys and have them build it for you.
they will also price match against the parts list if there are NO rebates listed (so deselect the Rebates when you choose your parts).
So, if you did not want to do the build yourself, but wanted the best value for the cost. that is what I would do.
