The legacy armor is a feature of the heroic edition, not the deluxe specifically. You could upgrade to the current deluxe edition, which would upgrade you to the heroic deluxe edition, but it’s not really worth it (normally). Everything the heroic edition offers can be purchased separately. Currently, it’s on sale however, so if you wanted to buy one of the legacy skins anyways, it’s the same price.

The Heroic Edition was released at the first anniversary of Guild Wars 2. Those that purchased a DDE before that time received (if pre-purchased) the Hero’s Band, and Headstart.

The new bonuses were in lieu of the advantage of playing prior to the Anniversary. They were accessible in-game for either Gold or Gems, at any time. Previous owner’s of the DDE also received the update to the Banker Golem (originally 5-Day, now 2-Week).
