Q:
Nvidia GeForce GTX 670M Low FPS
As a first step download and install HWMonitor.
Run this and run the game for a few minutes in different situations. What we’re looking for are high temperatures on either the CPU or GPU. This would explain why you are getting less than expected performance.
Post back on that info and then we’ll look into the CPU/GPU usage %.

Your laptop seems more then enough to run this game and the others mentioned just fine at medium settings atleast. You must have some other problems going on with your system.
I have a laptop with lower specs then yours and can play pve in gw2 at around 30-40fps and skyrim at around 60fps with vsync.
Try checking how much GPU usage you are getting when the game is running. If your video card gtx 670m isn’t getting like 100% usage, then check the usage on ur intel gpu. You may be having the same issue as me, where the game picked ur Intel gpu instead of the gtx 670m. If this is the case, you will need to disable your intel gpu from the bios to force it to use the gtx 670m. Keep in mind that disabling it on ur laptop will hurt ur battery life when ur not gaming, since it the gtx 670m uses more power than the intel gpu.
It sounds to me that your laptop is using the onboard Intel 4000 Intergrated gpu.
See if you can manualy disable it in your bios. Failing that, see if you can force the nvidia gpu to run with GW2. I wouldnt know how to do this via OS software unfortunatly ..i have no experiance with integrated gpu’s as my CPU doenst have one.

Also, I do force the game to run with the Nvidia GPU. I don’t know why I have so many issues with it. I even turn off a lot of the excess processes just to trying helping it. I’m not sure why I’m having so many issues with it. ,_,
Make sure you are running the Render Sampling in the GW2 options at the Native or Normal resolution. If you are trying to run Supersample then you are trying to put 3840×2160 pixals on a 1920×1080 screen which is making your card work 4 times harder then your monitor can actually display.
I made sure that the sampling was normal. Unfortunately, I think that I might have to send this back in hopes of it being replaced. :/
Also, here are my most recent results with everything on medium and running it forcefully with the GPU (I checked using another utility to make sure the computer was actually using it).

Here are the logs from my 15 hour session on the game. Throughout the 15hours, I was constantly on TeamSpeak and I occasionally checked a link that someone linked in chat.
Now, I’m off to bed because I pulled an all nighter. xD

Update: Someone noticed that the clock weren’t working to capacity on the card. I tried installing an overclocking program and setting it to what it’s supposed to be. I’m still having issues. -_-;
Even so, whenever I get my warranty sorted out with the manufacturer of this laptop, it’s totally going back. :/

If he disables the intel 4000 graphic card, then he will have a black monitor. Nvidia optimus works by offloading work from the intel integrated graphics to the discrete card. The monitor should be connected to the intel graphic frame buffer. Only in early optimus model, the discrete card is connected to the monitor
OP could go to the nvidia control panel and click on the menu to reveal the run with nvidia card option. When he right click on guildwars 2.exe then he should be able to run with nvidia card. Sometimes this fail and requires the computer to reboot.

May sound stupid, but have you made sure your power-plan is set to Performance mode?
You can lose lots and lots of fps by putting it on balanced or power saving mode.
Try second clicking on Gw2 icon, “Run with graphics processor”> “High – performance NVIDIA processor”
Had that with a couple of games where it would run on the integrated one for no reason before I figured out that was happening.
If that doesn’t work try degrading your graphics drivers to a older version, I had them updated to newest ones and hit a massive performance drop, then downgraded them back and back to normal 30 in towns 60 outside towns fps.
