Cant really give advice since I don’t know what you are upgrading from.
1 That is not a gaming video card.
2 A single 2GB stick of memory? This I dought will run windows and the game.
3 That is a old processor but still games fairly well.

Well it all depends about your definition of smoothly. If smoothly is 60FPS in all areas of the game all the time at 1080p and max graphic setting, nope, no one can achieve this except maybe the titan super computer. If its 30FPS in all areas of the game at 1080p mediumish settings, then yeah, you might be able to rock that if you overclock the 965 and grab at least a GTX 650Ti Boost or 7790. Note that I have not used either of those aforementioned cards, I’m just going off previous experience with cards similar to those.

Like the above poster said, it depends on what you’re expecting but I would say you need to get a better processor too. GW2 is heavily dependent on the processor.

Search through the fourms there are many suggestions that helped me when I was upgrading. I went with the i5 3570K and found a cheap 560Ti. I get between 60-100 fps in PvE. It drops to 20-30 in dragon fights and large WvW battles but so does most peoples I hear. This is on mostly high settings.

If a 3570K is not in your budget, I’ll let those more knowledgeable give advice on which specific processor.
