Thanks, but its all the information really. i tried to use both paypal and credit card but i keep getting that “error”
Well, I can’t say I’ve seen any CS Team responses that said only ‘We can’t fulfill your request at this time’. There must have been more to it.
Have you tried a pre-paid card? Or, using an Authorized Retailer?

The error is the equivalent of entering a wrong username and password. Support really can’t tell you what’s wrong with your information, though they probably should have informed you what the error was.
Ensure that what you’re entering matches what your credit card is actually registered to and also verify that the card is not expired. The error can also happen if it’s not a standard card that ArenaNet supports (though PayPal should have gotten around that). Lastly, contact the issuer of the card (maybe your bank) and verify that they’re not blocking the transaction.
You may also want to try a different email, which some people have found to be the problem.
