Did you re install the drivers?
Is the new card in the x16 pcie slot?
Are the ingame settings the same as before?
Are the CCC settings the same as before?

1 question. Yes indeed today i formatted my computer and installed the latest beta drivers
2 yes, the card is in the x16 slot
3 in game settings on auto but fps dont change much even though i’ve played with them

You can try to turn on supersampling and see if that affects the GPU usage then switch back to normal, as well as monitor the fps.
Upgrading to a newer GPU would constitute better fps with the same settings.
Are you using a OSD for the MSI for ingame monitoring?

Does your PSU have enough power for your new card and are the 6 and 8 pin connectors in place?

Double yes and fps HAVE improved in other games like bf3 and crysis 3 A LOT

I would delete the local.dat file and redo the settings from scratch.

I have no local.dat in that folder im afraid :|
I don’t seem to have one either which is odd. It seems perhaps Anet altered the client?
Usually deleting the local.dat file would reset the game settings(graphics, audio etc).
I know they are tweaking performance recently but I don’t know why they would delete that file.
You could also try to repair the client using the repair function.

you said you installed beta drivers? maybe try different drivers? either something non-beta, or some custom drivers from omegadrivers.net.
no changes, i think im giving up on the game now u.u
You upgraded your GPU for a game that does not make good use of GPU’s because of being held back by the CPU in most cases. Unless you are running a really high res or multi monitor setup, the old card was enough for GW2 and investment into a better CPU would have been better for GW2, other games not so much.
Check to see how your CPU is loading, don’t use task manager, use Process Explorer, it lets you see the threads being used and how much. If GW2 is using a single thread to 90%+ that is your bottle neck and as such will never mask use of more GPU power.
I have this problem, my i5 shows a 60% load and my GPU is around 50-60%, which seems odd untill you start looking deeper and find out that there is a single thread from GW2 that is maxing out. If a process is single threaded, it can move to any core and use any clock cycles, BUT it will never be able to use more clock cycles than a single thread of the CPU can supply, so even though all the cores look like they are only half way loaded, the thread the game is using is maxed out on clock cycles it can make use of.
Apparently they moved the .dat

delete the local.dat and see how that goes.

I leave you the dxdiag.txt i’m deleting the local.dat and also monitoring my cpu, I’ll let you know the results, thanks guys

I had the exact same board before I built this system. Was a solid mid range board imo for the price.
Hopefully the deletion of the local.dat file will help you out.
I really cant think of any other reason for your fps issues. Maybe try putting the CCC settings to default?

One thing that I can think of is uninstalling MSI afterburner, running a registry cleaner(CCleaner is awesome) and reinstalling the application.

this looks like your problem: D3D9 Overlay: Not Supported
that’s your video overlay for direct x 9c.
try to reinstall direct x
I reinstalled directx 9 runtimes but the dxdiag report still says not supported!!! and stormcrow i dont even have an the appdata folder, to delete the loca.dat
I quote a comment from another forum: "D3D9 Overlay has nothing to do with your graphics card being able to run DX9 games properly.
It’s for overlays, ones like Steam and Xfire use. Where you have a menu pop up in game that lets you do stuff without alt-tabbing." I’ll be trying older drivers and see if it works better
