Well, they made a mistake then and sent you the wrong thing. Update your ticket and discuss it with support so they can fix it.

Asking on forums mostly to make sure that it’s a mistake and I’m not just getting a salvage kit on purpose.

Well, if the ticket said they would replace the precursor and you did not get a precursor from ANet but instead got a salvage kit from them, then yea, it would be a mistake.

You asked on an open forum that allows anyone to answer. Now, if you want to wait for a red tag to answer I suggest, in order to calculate how long that will be, look at all the threads asking for help. Then look at how many got an answer with a red post. Use that to calculate your probable wait time.
As for your post though. If they said they were going to send you one thing and sent you another then obviously they made a mistake.
