The 12% are saved, you just have 0% downloaded of the remaining 88%. For some reason the percentage is always for the current session, not for the total download for all sessions.

The percentage is the number of files left to download and not the overall size. So when you start it up again, it figures out how many files left to download and the percentage is based on that number.
