Hey guys, is there any chance in the future to see the game implement an API like this?
Anything is possible. They are hiring a graphics programmer and one of the qualifications is knowledge in current-gen APIs, which lists Vulkan. This is certainly not something you should expect to see within the next several years however, if ever (not until GW3).
